Why recovery means a flatbed
A flatbed carries the whole car. No wheel turns, so the automatic gearbox, the all-wheel-drive system and any electric motors are left alone. Dragging a car with two wheels on the road is how transfer cases and gearboxes get damaged on the way to the garage, and makers of electric cars and hybrids ask for flatbed transport for the same reason.
Low cars are the other case. The bed tilts and slides back until its edge rests on the ground, and extra ramps lengthen the slope so a front splitter clears it. The car is winched up slowly in neutral, not driven. Straps then go over the tyres, which holds the car without pulling on suspension arms or bodywork.

Can a recovery truck get into my building's basement?
Usually not. Most tower basements in Arjan have headroom that is too low for a flatbed. The car is brought up to ground level first: jump-started and driven if it is only the battery, or released into neutral and moved out with care. Tell us the level and how steep the ramp is.
Is a flatbed safe for an AWD car, an EV or a lowered car?
